I agree, but Medium wants us to be. Always giving 50 claps treats that as the baseline and registers it as an average story. There's only a boost to visibility when you clap higher than your personal clap average. It's a strange system and not intuitive or even advertised to users that that is how it works (unless you go looking for the info).
