You're right. Highlighting and responding is the best way. It gives you a topic to write about in the response that can be more focused and insightful. It also maximizes earnings for the author, if it matters.

I believe you're also right about the "bad actors." I've seen my fair share of people who later said they didn't know that was frowned upon or that they could even clap more than once!
